@Oesjaar. We are incredibly sorry for what has happened to you. This kind of behaviour should not be tolerated.
In defence of @Zuz (WMF), she and I (as well as the rest of the MSG Team) are Wikimedia Foundation's contractors, and we are responsible for facilitating discussions with the communities and help them better connect with the Wikimedia Movement. We are not responsible for, nor act to "govern" the projects. We do not have any administrative power in the projects as well as no say about the rules of these projects, and therefore we cannot act against acts of vandalism.
To help you, I can direct you to the e-mail address "ca@wikimedia.org", where the Trust and Safety Team will assist you in combating this vandal and his outrageous behaviour. With regards to your comment: facilitating discussions with the communities- after 13 years on Wikipedia and 8 years on the WikimediaZA chapter, I still have to come across this discussions. I guess the Afrikaans Wikipedia will never get the recognition it deserves. Fine with us, we will make it grow hour by houe, day by day, year by year as we have done so for the past 20 years! We do not need Africa chapters, they can continue playing the political games and try and get their hands on the money! For the record, we currently have 101 660 articles! @Oesjaar, I am sorry that you feel that I have left you all by yourself. Offering you to contact the Trust and Safety Team is the only action we can take right now (also the safest one) and I would urge you to do it, as they have the tools necessary to combat and find the vandals that are distracting your project and insulting its users (yourself included).
When it comes to the discussions, our team started the operations last year. I feel saddened that you had not registered that, as I was the person who spend several hours talking to your community about the Universal Code of Conduct (as you can see on my talk page). The two of us (you and me) even had a call regarding the UCoC last winter. After that, @Zuz (WMF) was responsible for contacting your community (which she did multiple times regarding different topics that were discussed). The actions of user:217.149.166.67 shows that the Universal Code of Conduct have no value - which I always stated. It simply disregard the behaviour of IP users, where 99% of my problems lies. The problem with you high level users is that you have a solution and try to find problem to match it with. You have absolutely no idea what the problems are that we as the Afrikaans Wikipedia have since there is no communication. But do not worry, we will continue in our own merry way. @Oesjaar, once again. I have linked above the contributions of @Zuz (WMF), which shows she has repeatedly tried to engage in a dialogue with the Afrikaans Wikipedia (and many others in the region) as part of her duties in the MSG Team. You have answered her on several occasions. We are open for a discussion with your community, so please let me repeat: "If you have any comments or ideas on how we can better engage with you, please let us know and we will adapt accordingly!". It would be a great occasion to learn more about the problems your community faces.
The Universal Code of Conduct has been created by the community (it origins from the Wikimedia Movement Strategy) to combat behaviours just like the above-mentioned. The project is not yet completed (ie. is still missing the enforcement guidelines that are being created jointly by thousands of volunteers (EDGR)). When fully ready, it will give the administrators and functionaries (like yourself) tools and processes to you when dealing with such vandalisms and other unwanted behaviours. I hope that in the future it will be useful to you and will help you and other af.wiki administrators and users govern the Afrikaans Wikipedia more to your liking.
